I always thought that great hokage's like the 1st, 2nd, 3rd and 4th were wise and intelligent enough to run the village with very little assistance. Then came Tsunade (slightly less qualified) who needed a personal assistant to keep her focused on the village and off gambling and the sauce.
Then came this one who wanted nothing more than to become hokage, and now that he's been recognized as the strongest shinobi in the village... has to sit in a chair and run it. He probably needs a TON of people there to keep him out of trouble... Now I'm just rambling 9/27/07: B&W version - Hokage and Council (TM) Kishimoto Thanks for 200 faves!!!!
